David Rainey is the Assistant State Director, JBHM Education Group and serves on the Arkansas Rural Development Commission. As a State Representative, Dr. Rainey served on the Education Committee,
Joint Budget, Insurance and Commerce and Advanced Communications and Information Technology.
As a visiting Professor at the University of Arkansas at Pine Bluff, Dr. Rainey taught a graduate level class and managed a partnership between the University and five school districts to improve
reading, math and English K-12. Prior to the work at the University of Arkansas at Pine Bluff, Dr. Rainey was a Program Manager with the Southwest Educational Development Laboratory (SEDL).
Dr. Rainey managed the Site work in Arkansas, Louisiana, New Mexico, Oklahoma and Texas designed to assist districts and schools in working systemically to improve student achievement in reading and math.
Prior to moving into this position, Dr. Rainey was Director of the Southeast Comprehensive Assistance Center (SECAC), where he managed the delivery of technical assistance and professional
development services at the state and district level in Alabama, Arkansas, Georgia, Louisiana and Mississippi implementing the Improving America’s Schools Act (IASA).
Before joining SEDL in June 1996, Dr. Rainey served three years as the Director of the Arkansas School for Mathematics and Sciences, a residential school created to house three hundred of Arkansas’
best and brightest eleventh and twelfth graders. Prior to that, Dr. Rainey enjoyed thirteen years as a building administrator with the Dumas Public Schools.
Dr. Rainey’s educational background includes a Doctorate in Educational Administration and Supervision from the University of Arkansas at Little Rock, a Masters in Secondary School Administration
from the University of Arkansas at Fayetteville, and a Bachelors’ in History and Government from the University of Arkansas at Pine Bluff.
